STRATEGIC ENERGY PLANNING, POLICY GUIDANCE

The Sustainable Urban Energy and Emissions Planning Guidebook (SUEEP) was designed to facilitate energy planning and green growth strategies for cities in Southeast Asia.  BuroHappold was commissioned by the World Bank to lead the development of the SUEEP Process, building on previous work on the Tool for Rapid Assessment of City Energy (TRACE).     The SUEEP was a framework for collaboration between municipal governments, stakeholders, private investors and financing institutions in achieving the green growth objectives for cities.   It urged national and municipal governments to reform institutions, build capacity, and strengthen energy planning and governance in order to prioritize energy efficiency on a citywide scale and introduce low-carbon policies in fast-growing cities in the Southeast Asia region, which defined the region's energy future and its greenhouse gas footprint.

While at BuroHappold, Steven worked closely with Byron Stigge of Level Infrastructure on the SUEEP guidebook.  Steven was a key contributor to the guidebook, assisting with prioritizing processes and best practices, data analytical tools and policy guidance for the SUEEP.  The SUEEP became a user-friendly guide that was distributed and utilized in dozens of cities in Southeast Asia.
