5 Cities Energy Program
ENERGY AND CARBON ACTION PLANNING AND TECHNICAL OVERSIGHT
The New York Power Authority (NYPA) embarked on an effort to support the development of comprehensive energy master plans for five of the largest cities in New York State: Albany, Buffalo, Rochester, Syracuse, and Yonkers. The goals of the NYPA planning effort was to reduce the cities’ energy consumption, strengthen the reliability of their energy infrastructure, create jobs in local clean energy industries and contribute to a cleaner environment.
This project was a significant expansion of the nature and scope of NYPA’s traditional energy efficiency efforts. It required a far more comprehensive and coordinated approach, encompassing both the public and private sectors in each city, and going well beyond energy usage in individual facilities. Therefore, NYPA hired BuroHappold to support the development of the five energy master plans. Steven was part of the core team and provided technical energy planning expertise across the five cities. Working closely with each of the five cities’ individual master planning teams, Steven was charged with ensuring a high level of technical rigor and consistency in the planning efforts, as well as facilitating various touchpoints to share progress, lessons and tools across teams. Core to the success of this planning effort was ensuring that the plans were consistent across the five cities yet reflective of each city’s unique characteristics and needs.
